2020-2021 Title I Student-Parent-School Compact
RESPONSIBILITY FOR ACADEMIC SUCCESS
Students, parents, teachers, and staff members have certain responsibilities given a common goal for each student to attain their full academic potential. The responsibilities of each group are outlined below.
IT IS THE SCHOLAR’S RESPONSIBILITY TO:
* Be organized. Bring all materials to class daily. Keep a daily assignment sheet for each class.
* Study Daily. Have a regular time period devoted to homework and/or studying each day. Ideally, this would be in a quiet, well-lit area free from distractions.
* Complete and turn-in ALL assignments and homework when due.
* Attend school regularly and arrive on time to all classes.
* Become involved in a club or organization.
* Ask teachers for help during class or during tutorials when you do not understand a lesson or concept.
* Attend tutorial sessions held during lunch or after school as needed.
* Discuss course work problems with the assigned counselor and your teacher advocate.
* Check the Daily Bulletin or your Hartsfield website.
* Read and abide by the HISD Code of Student Conduct and Hartsfield Student Handbook.
IT IS THE PARENT’S RESPONSIBILITY TO:
* Establish and closely monitor a daily homework/study period. Have a regular time period devoted to homework and/or studying everyday. This should be in a quiet, well-lighted area free from distractions, such as television and telephone.
* Monitor homework progress. Check your student’s assignment sheet to see that all work is completed on time. Take a genuine interest in your student’s studies. Ask about the work he/she is doing and what is being learned.
* Monitor your student’s grades. You should receive a computer printed report card every nine weeks throughout the school year. If your child is in danger of failing, you should receive a progress report as early as the forth week grading cycle. Additional grade checks can be arranged with your child’s teacher. Review all these reports with your student.
* Monitor your child’s progress through HISD’s Parent Student Connect.
* Set realistic academic goals with your student and reward him/her when these goals are met.
* Communicate with school personnel. Attend Open House, parent workshops, and call, email or meet with teachers, instructional coordinator, and/or administrators about your child’s progress.
* Methods to reach your child’s teacher are email, in person during planning, or by calling the school and asking that a message be placed in their box. Keep in mind that there are times during the school year when staff are busy doing schedules, testing, etc. If you have not heard back from the teacher within 72 (working) hours, the next step is to contact your child’s Principal.
IT IS THE TEACHER’S AND STAFF’S RESPONSIBILITY TO:
* Provide appropriate curriculum and instruction that prepares students for life-long learning and the world of work.
* Provide support staff that assist students with academic and career guidance as well as support for individual problems.
* Provide a student tutoring program available to all students.
* Monitor each student’s academic achievement and progress towards graduation and communicate with students and parents in these areas.
* Notify the parent or legal guardian if the student is not progressing satisfactorily with progress reports as early as the 4th
week of a 9 week grading period if the student is at risk of failing.* Provide a safe and orderly environment in which students have the maximum opportunity for academic success.
* Have clear, concise homework assignments posted for students to record in their daily planners/agendas.
* Treat parents and students with courtesy.

TITLE I, PART A, PARENTAL INVOLVEMENT PROGRAM
TO: Parents of Students Attending Hartsfield Elementary
SUBJECT: TITLE I TEACHER AND PARAPROFESSIONAL QUALIFICATIONS
As a parent of a student attending Hartsfield Elementary School, you have the right to know the professional qualifications of your child’s classroom teacher(s), and federal law requires the Houston Independent School District (HISD) to provide this information to you in a timely manner, if you request it. Specifically, you have the right to request the following information about each of your child’s teachers.
- The teacher’s certification in Texas for the grades and subjects he or she teaches.
- The teacher’s college major, whether the teacher(s), has any advanced degrees, and the field of discipline of the certification or degree.
- The teacher’s certification status, such as emergency or provisional status because of special circumstances.
- Paraprofessionals’ (teacher aides) qualifications if they provide services to your child.
SUBJECT: TITLE I STATUS NOTIFICATION
This is to inform you that Hartsfield Elementary is a school wide Title I, Part A campus, and as a parent, you have the right to be involved in the planning, review, and improvement of the Title I program.
Title I, Part A, is a federally funded program that provides resources and opportunities to improve the academic achievement of economically disadvantaged students. Title I ensures that all children have a fair, equal, and significant opportunity to obtain a high-quality education based on the Essential Knowledge and Skills (TEKS) and reach, at a minimum, proficiency on the State of Texas Assessment of Academic Readiness (STAAR).
Under the No Child Left Behind Act of 2001, Title I funds enable schools to employ and train highly qualified teachers and paraprofessionals, purchase instructional materials, update technology in the classroom, and sponsor parental-involvement activities. To increase student academic achievement, Title I funds supplement the following programs offered at Hartsfield Elementary:
- Regular Education Instruction
- Neighborhood Vanguard
- Special Education
- Self-Contained
- Resource/Inclusion
- Speech Therapy
- Title I School-wide
- Computer Lab
- Music
- Physical Education
- After-School Enrichment Classes
