House Bill (HB) 3 was passed by the 86th Texas Legislature, 2019, and signed into law by Governor Abbott on June 11, 2019. A key new requirement in HB 3 is that school districts are responsible to ensure that all kindergarten-third grade teachers and principals in Texas will need to have completed a Texas Reading Academy by the end of the 2022-2023 school year.
The Houston Independent School District has been approved by the Texas Education Agency to offer the Texas Reading Academies training during the 2023-24 school year.

During training sessions, teachers and principals will increase their knowledge of the science of teaching reading to support students’ ability to decode words, understand spoken language, and improve reading comprehension.
As reading and writing are foundational to school success, the Houston Independent School District will continue working with the Texas Education Agency to ensure that all students have access to high-quality reading and writing instruction and highly-effective teachers.
