Free Pre-K Qualifications
REQUIRED DOCUMENTATION

To enroll your child in the Houston ISD Pre-K program, you need to provide the following documents:
- Proof of Age: Birth certificate, baptismal record, passport, military ID, school ID card, adoption record, or any other legal document indicating child is 3 or 4 years old by September 1, 2025.
- Proof of Address within Houston ISD (utility bill within 30 days or lease with parent/guardian’s name and address).
- Parent Identification: Driver’s license or other form of state issued ID or military ID, passport, Permanent Residence Card, Home Country Registration Card (may be submitted within 30 days of enrollment).
- Immunization Record (may be submitted within 30 days of enrollment).
ELIGIBILITY REQUIREMENTS FOR FREE PRE-K (ONLY NEED TO MEET 1)

Economically Disadvantaged
- Parent income: Proof of income such as a paycheck stub, award letter, child support, or SSI documentation. 2025-2026 Income Chart
- Meets free lunch eligibility: Receives SNAP or TANF

Head Start Eligibility

A child who is an eligible participant in Head Start or Early Head Start

Limited English
- Pre-Las testing results: This test will determine if the child is unable to speak and comprehend the English language. The assessment is administered at the school.

Homeless

Proof of homelessness: Documentation of living in temporary or transitional housing (hotel, motel, car, homeless shelter, lives with a family member, etc.). Homeless students need to complete the Student Residency Questionnaire (SRQ).

U.S. Military
- Military documentation: Proof of active-duty status, or documentation showing the parent was killed, injured, or missing in action.

Foster Care

Foster care documentation: Proof that the child is or has been in foster care (e.g., foster care placement papers, court order, proof of dependency/wardship).

Star of Texas Award
- Presented to peace officers, firefighter, or emergency first responders injured or killed in the line of duty.
- Award documentation: Proof that the parent has been awarded the Star of Texas Award (e.g., resolution/certificate, letter from local representative, list of past honorees available on the Criminal Justice Division’s website).

Application Process

Determine Eligibility
- Review the eligibility criteria for the Pre-K program (e.g., economically disadvantaged, limited English proficiency, homeless, U.S. military, foster care, Head Start eligibility, Star of Texas Award).

Gather Required Documentation
Standard Documents:
- Child’s original birth certificate
- Child’s immunization record
- Parent identification
- Proof of address (utility bill such as light, gas, water, or lease agreement)
Additional Documentation (based on eligibility criteria):
- Economically Disadvantaged: Proof of income (paycheck stub, award letter, child support, SSI documentation)
- Limited English: PreLas testing results (administered at the school)
- Homeless: Proof of homelessness (documentation of temporary or transitional housing, Student Residency Questionnaire)

Submit Application
- Visit HoustonISD.org/PreK to submit the application online.
- School Choice Application: If applicable, follow the School Choice application process by visiting ChooseHISD.org to select your preferred schools.

Attend Orientation (if required)
• Attend any required orientation sessions and bring any missing or updated documents.

Enrollment Confirmation
• Once the application is processed and approved, you will receive confirmation of your child's enrollment in the Pre-K program.

Tuition Fee

How much is the tuition fee to attend Pre-K?
The 2025-2026 tuition amount is $6,744 or 9 payments of $749 a month.

When is my payment due?
Payment is due on the 1st of the month. The payment is considered late after the 15th of the month and a $25 late fee will be assessed.

How do I submit my payment?
Payment may be submitted to the school office staff in check, money order, or www.schoolpay.com online.
- Credit cards only accepted through SchoolPay
Checks returned for non-payment will result in a fee of $35 per HISD Check Acceptance Policy.
