What is an M/WBE?
An M/WBE is defined as a business enterprise that is at least 51% owned, operated, managed, and controlled by one or more members of the following socially or economically disadvantaged groups: African Americans, Hispanic Americans, Asian/Pacific Island Americans, native American Indians (American Indians, Eskimos, Aleuts, and native Hawaiians), and non‐minority women.Want to participate?
The first step is to get certified. HISD is not an M/WBE-certifying agency but accepts certifications from the following agencies:Need help with the application?
Our team in the Office of Business Assistance can help. We also sponsor regular workshops and outreach events to assist minority and women-owned business enterprises to navigate the public procurement process, whether it’s understanding insurance or finding opportunities to partner with general contractors.Can certification help my business?

What kind of goods and services are purchased by HISD?
We purchase everything from pepperoni to paper clips, and services that range from maintenance to consulting. As the 7th-largest school district in the country with 279 campuses, 203,000 students and nearly 30,000 employees, we buy more than 150 commodities, including office supplies, auto parts, textbooks, food service supplies and IT equipment. In addition, HISD purchases professional services such as staffing, architectural, engineering and support services.

What if I have a question about a solicitation?
Suppliers should attend pre-proposal conferences held by procurement personnel where they’ll have the opportunity to ask questions. This will ensure that suppliers are not only awarded contracts but earn a profit while performing contract services. Additionally, such sessions provide certified suppliers an opportunity to network with other potential bidders, thus enhancing partnering capabilities that can lead to greater contract participation.
