Accreditation and Special Projects
- Oversees the accreditation process according to established CALEA standards, policies, and procedures.
- Coordinates with other departments, school sites, and community partners to align with the district's strategic plan and state and federal program requirements.
- Officer recruitment efforts.

Business Operations
- Oversees the Departments' Payroll Unit, Budget, Subpoenas, Open Records Requests, Custodian of Records Unit, and the Citation Control Unit.
- Diseminates reports to the public and various law enforcement agencies, such as the FBI, State agencies, and the U.S. State /Defense Departments.
- Maintains files of arrests, incidents, and accident reports.

Campus Operations
- Division of more than 140 campus officers assigned to our middle and high school campuses, commanded by a Captain.
- Campus officers in this classification are highly visible and assist school administrators with various tasks related to their respective campuses. They rely heavily on the continuum of trust and relationships with their respective campuses, primarily with students and staff, to maintain a safe and orderly learning environment.

Communications Division
- Consists of 12 full-time employees operating twenty-four hours each day and a Captain that oversees their operations.
- Staff handles an average of 50,000 calls for service each year and receives and routes incoming telephone calls.
- Each dispatcher receives a wide variety of on-the-job training and nationally-recognized training in Public Safety Telecommunications.
- All dispatchers are certified by the Texas Commission of Law Enforcement Education and require regular state-mandated re-certification training.

Community Outreach Unit
The HISD Community Outreach Unit uses several standard methods of community policing that include:
- Encouraging the community to help prevent crime by providing advice, giving talks at schools, encouraging neighborhood watch groups, and various other techniques.
- Creating teams of officers to carry out community policing in designated schools.
- Creates partnerships with other organizations such as government agencies, community members, non-profit service providers, private businesses, and the media.

Crime Analysis Unit
The CAU provides the Chief of Police with critical data analysis. The information is availabable in our reports, presentations, or maps that alllow our leadership to deploy resources to prevent or control crime efficiently.

Criminal Investigations Unit
The CIU is staffed by Detectives with the experience and training to respond and actively investigate any crime against either persons or property, with specialized training in crimes against children to ensure cases are properly investigated.
In addition to working closely with Uniform Patrol, Detectives conduct follow-up investigations, suppress criminal activities, and process crime scenes. Detectives carry out their duties by interviewing victims, witnesses and apprehending suspects.

Executive Assistance
- Coordinates the day-to-day operation of the Chief of Police office.
- Prepares and diseminates communications to Police Department employees and individuals or entities outside the Department.
- Maintains all department forms and policies.

Internal Affairs Unit
The HISD Police Department's policy is to receive and investigate complaints concerning its employees courteously. Persons who desire to make a complaint must understand the importance of submitting their complaint in writing with their signature affixed, which can be done by contacting an on-duty supervisor. (The Texas Government Code, Section 614.022, provides that all complaints to be considered on law enforcement officers must be in writing and signed by the person making the complaint.)
A person refusing to make a written complaint or who makes an anonymous complaint does not necessarily prevent an investigation from being initiated on the facts provided but does cause the matter to be more difficult to process to an effective conclusion. The investigation aims to seek out the facts in a particular situation and to ascertain the truth.

Juvenile Processing Center
The Juvenile Processing Center is a temporary processing facility where juveniles are held while officers complete required juvenile reports. It is located at 3500 Tampa St, Houston, TX 77021.

K-9 Unit
The K-9 unit's primary function is to support the officers in the schools. Utilizing highly-trained police dogs assist the officers in maintaining a safe environment on school campuses. These dogs are trained to detect dangerous and illegal items.

Office of the Assistant Chief
- Commanded by an Assistant Chief who oversees the Administrative Division and the Operations Division
- Responsible for the day-to-day operation of the police department.

Office of the Chief of Police
The Police Chief is the Executive Head of the Department and is responsible for the Department's management, planning, direction, and control. In addition to the Police Chief, the HISD Police Department has an Assistant Chief responsible for the direct oversight over the three Division Commanders. Each of them has direct command over the organizational components of Patrol Operations, Campus Operations, and the Support Services Command. All internal affairs investigations are overseen by the Office of the Chief as well.

Patrol Division
- Division consists of more than 45 officers and commanded by a Captain. The division deploys patrol officers to over 300 square miles within the jurisdiction of the Houston Independent School District.
- Patrol officers are responsible for providing police services for more than 280 schools, facilities, and administrative buildings. Patrol officers operate 24 hours a day, 365 days a year.
- HISD Patrol Officers respond to calls for service at elementary campuses.
In 2020, HISD Patrol Officers responded to more than 50,000 calls for service and alarm calls. The Patrol Division responds to more calls for service than most municipal agencies.

PAWS Program
PAWS is a scientifically recognized and proven form of therapeutic service designed to help people cope with various stressors brought on by life. PAWS dogs are trained and certified to provide comfort and support to children and adults who have experienced behavioral, emotional, and developmental issues, mental health conditions, and physical disabilities. Property & Evidence Unit
The mission of the Property and Evidence Unit is to maintain the integrity of all evidence collected by the HISD Police Department and to maintain chain of custody records for all property from the time of submission until final disposition.
The unit maintains property to include evidence, safekeeping, and found property. Property can be stored for as little as ten days or more than 50 years depending on the severity of the crime, municipal code, state statutes, and other legal requirements.
The unit works collaboratively with other agencies, including ATF, FBI, DEA, AFD, U.S. Attorney's office, local District Attorneys, municipal prosecutors, and many others.

Recruiting Unit
The Recruiting Unit is dedicated to providing excellent personnel services by supporting the Department's efforts in hiring and retaining the most qualified applicants. The unit is responsible for all aspects of personnel relations from their hire date through to retirement or resignation.

Safety & Emergency Management
The Safety & Emergency Management team administers a comprehensive safety and emergency management program. The team provides training and works with campuses and facilities to establish individualized safety programs. Duties include:
- Safety, Security, and Safety and Emergency Preparedness: assisting with required drills (secure, lockdown, evacuation, shelter for weather, shelter in place for hazmat, and fire drills).
- Employee Safety Training Programs: fire safety and fire extinguisher training, hazardous chemical training, general safety awareness, shop safety training, emergency procedures training, safety captain training.
- Inspections: conduct annual campus and facilities fire and safety inspections, as part of Texas School Safety Center and Texas Education Agency requirements.
- Safety and Emergency Management Support: maintain required documentation, provide support during hurricane season, provide updates on inclement weather.

Security Officer Unit
Security Officers fulfill several duties to maintain the safety and security of our HISD Facilities. While Security Officers act as professionally as our police officers, the security guards are non-sworn employees of the HISD Police Department.

Training Unit
The Training Unit aims to provide job-related training to all police department employees. They ensure compliance with state and federal laws governing training and certification of officers and civilian employees, coordinating over 10,000 hours of training each year and ensuring that our officers are ready to respond to the community's needs.
